Generally, no. If you have a permanent residence address in the U.S., you might actually be a U.S. person and should use Form W-9 instead. However, there are exceptions — for example, some students and researchers on temporary visas have U.S. addresses but remain nonresident aliens. If this applies to you, see the instructions for completing Lines 3 and 9 for students claiming treaty benefits. Enter the address where you currently live and where you'd be considered a tax resident. If you genuinely don't have a tax residence anywhere, enter where you normally reside. The key is providing a reliable address where you can receive correspondence.
